FED:MP defends Abbott renewing carbon attack
CANBERRA, Aug 11 AAP - Federal Opposition Leader Tony Abbott has returned from a holiday
in riot-struck Britain to resume the coalition's attack on the government's proposed carbon
tax.
Mr Abbott is in Perth and is expected to visit a manufacturer of environmentally friendly
products.
Liberal backbencher Kelly O'Dwyer defended her leader against accusations he was being
one-dimensional in his attack on the carbon tax, saying the issue was one of the most
critical Australia faced.
"(The federal government) would really dearly love Tony Abbott to stop talking about
this issue because they don't have the answers," she told Sky News on Thursday.
Labor MP Gai Brodtmann said the government did want discussion on the issue as long
as it was based on fact.
"All Tony Abbott does is do this apocalyptic rant from the pulpit," she said.
Prime Minister Julia Gillard is also in Western Australia and will front a town hall
meeting in Perth on Thursday night.

Qld: Off duty cop caught drink driving: police
An off duty police officer has allegedly been caught drink driving in central coastal
Queensland .. with a blood alcohol reading almost three times the legal limit.
Police say the 35-year-old Townsville man had a blood alcohol reading of point-149
during a random breath test in Rockhampton yesterday morning.
He's due to appear in the Rockhampton Magistrates Court on Monday.
The incident follows recent cases of off-duty police officers drink driving in Mackay and Bowen.
Queensland Police Commissioner BOB ATKINSON said the Ethical Standards Command would
conduct investigations into the incidents.

NSW:Gynaecologist guilty of indecent assault
SYDNEY, April 14 AAP - A NSW gynaecologist has been found guilty of indecently assaulting
two women, but was acquitted of inappropriately touching another three patients.
Judge Greg Woods, who heard the trial without a jury in the NSW District Court, delivered
his verdict on Thursday.
The doctor, who cannot be named for legal reasons, had pleaded not guilty to indecently
assaulting the five patients in 2002 and 2003.
He was accused of touching or manipulating the clitoris of each of the women during
the course of an internal pelvic examination.
He will be sentenced on a later date and the judge continued his bail.

NSW:Man charged after pursuit in Sydney
A 51-year-old woman and a nine-year-old girl suffered minor injuries after a car being
pursued by police crashed into their car in Sydney's west.
Police say they tried to stop a motorist travelling south on Rockwood Road at Yagoona
about 4.45pm (AEDT) yesterday .. but he failed to stop and led police on a pursuit into
nearby Bankstown.
The driver allegedly lost control of his vehicle and crashed into a Suzuki Swift before
trying to escape on foot .. but was apprehended a short time later.
The woman and the girl were taken to Bankstown Hospital suffering minor injuries.
A 27-year-old Bankstown man was taken to Bankstown Hospital for a blood and urine test
before being taken to Bankstown Police Station where he was charged with numerous offences.
He was refused bail to appear at Parramatta Local Court this morning.

SYDNEY, Aug 17 AAP - Detectives have refused to say if a man charged with making false
claims about slain Central Coast teacher Amanda Carter is now a murder suspect.
Police arrested the 60-year-old on Tuesday morning and charged him with one count of
making a false accusation with intent.
He was released on conditional bail and is due at Wyong Local Court on September 22.
The charges relate to three anonymous letters sent to two newspapers and a school which
reportedly claimed Ms Carter, a Wyong High School maths teacher, had an affair with a
student.
Police say the letters making the false allegations were sent two weeks before Ms Carter,
46, was found dead in the bedroom of her home in Ivory Crescent, Woongarrah, on May 16.
A police spokesman said detectives would not comment on whether the man, from Bonnells
Bay, was now a suspect in the murder investigation.
There was also no comment on whether he was the same 60-year-old man previously questioned
in the case.
Despite several strong leads, detectives have been unable to charge anyone with killing
Ms Carter.
In July her three distraught children, aged 18, 20 and 21, made a heartfelt appeal
for information which might aid police, describing the time since their mother's death
as "horrendous".
Speaking at the same media conference, Detective Sergeant Mark Conroy, who is leading
the investigation, conceded it had been a tough case to crack.
Police also issued an appeal for information about what happened to the family's cat,
Lynx, which vanished some time before Ms Carter's death.
They said the cat line of inquiry may seem bizarre to some, but it was necessary to
rule out any possible link.

Tas: Millions owed to employees despite $5m fed handout

HOBART, Aug 26 AAP - Millions of dollars of employee entitlements remain unsecured
at a vital Tasmanian car parts maker under administration.
This is despite a $5 million federal government handout, the state government says.
Tasmania Treasurer Michael Aird said creditor Ford called the administrators in on
Automotive Components Limited (ACL), less than two months after the federal government
announced a $7 million ACL bailout.
About $5 million of the bail out was banked by the company before the receivers arrived
on Wednesday.
Industry Minister Kim Carr has stopped the remaining $2 million and says he is relying
on the receivers to account for what happened to the other $5 million.
Mr Aird said it has been spent retiring debt to GE Finance.
"I understand that there is an unmet liability of employee entitlements running to
some millions of dollars," he said.
"That obviously would have to be a concern for those (300) employees," he told reporters
at a news conference in Hobart.
Tasmania withdrew a $4 million loan offer to ACL in June after its directors refused
to personally guarantee to pay it back.
"I think it was the right decision on behalf of the taxpayers of Tasmania," he said.
"We want to protect jobs wherever we can but we also want to protect jobs where we
know there is an ongoing sustainable business."
Mr Aird said senator Carr's national auto industry obligations are different to Tasmania's.
The $5 million was required simply to get the company to administration, he said.
"The federal government under their requirements saw their financial assistance in
ensuring the (national auto industry) supply chain," Mr Aird said.
Greg Keith and Matt Byrnes of Grant Thornton Melbourne have been appointed receivers
and managers of ACL and will try to sell it as a going concern.
Grant Thornton makes bearings and gaskets for car production in federal Labor MP Jodie
Campbell's seat of Bass.
ACL is a critical parts supplier to the Australian automotive industry and there is
a danger that production at Ford and Toyota will be affected if supply is interrupted.

Fed: Retailers back attack on banks over small business

CANBERRA, April 17 AAP - Retailers support the federal government's call for banks
to pass on official interest rate cuts, saying some financial institutions haven't got
a clue about small business.
Small Business Minister Craig Emerson told the banks on Thursday they played a "vital"
role in keeping small business trading.
"The purpose of the Reserve Bank cutting interest rates is to stimulate the economy
and it is essential that this stimulus flows on to small business," Dr Emerson said.
Australian Retailers Association (ARA) executive director Richard Evans on Friday said
he backed the minister's view that the major banks aren't doing enough for small business.
"Minister Emerson has clearly reminded banks of their responsibility to provide adequate
credit flows to the small business sector, and to pass on to small business Reserve Bank
interest rate cuts to the maximum extent possible," Mr Evans said in a statement.
He said a snap poll of small and medium-sized retailers in March found that in the
past three months alone, 25 per cent had attempted to renegotiate lending facilities with
their banks, but of these 45 per cent had difficulty renegotiating loans and lines of
credit.
Only four per cent of respondents had interest rate cuts passed on to credit cards,
while 70 per cent with overdraft facilities hadn't been passed on interest rate reductions.
And more than 50 per cent with business loans were still waiting to feel the effects
of interest rate cuts.
Mr Evans said small business owners, including mum and dad retailers, having difficulty
accessing credit were taking out personal loans and second mortgages to keep businesses
alive.
"For small retailers, the fact remains it is a difficult and costly process to borrow
from banks who are lured by the obvious benefit of other lucrative markets and don't understand
the small business sector," he said.
"Australia's big banks need to generate new low-rate credit cards and other lending
products for small business and they need to begin to collect data about how small business
operates and accesses funds.
"Banks are focussed on the big end of town to the detriment of retail sector."
He said the Australian Bankers Association (ABA) was not close enough to the real small
business market, which was doing it tough right now.
"Fact sheets recently developed by the ABA may make big banks feel like they've addressed
the issue of small business access to credit, but the fact remains banks have no clue
about the SME market," he said.

will probably end up back in jail .. based on his record.
WILDE has spent all but four months of the past 28 years behind bars for a string of
violent sex offences dating back to 1981.
He's due to walk free from a Sydney prison at four o'clock (AEST) this afternoon ..
after Supreme Court Justice DAVID KIRBY ordered his strictly supervised release yesterday.
Mr WOODHAM says the solicitor general will consider appeal action over the weekend.
He's told Macquarie Radio WILDE can snap without warning and enter a violent state
.. and is not a good prospect to be a model citizen.
Mr WOODHAM says WILDE will live in a department-owned half-way house .. wearing a satellite
tracking device.
He must remain in the facility between 6pm and 6am .. and will be escorted to appointments.

WA: Government announces its first election sweeteners
PERTH, Aug 8 AAP - The West Australian government has stolen another march on the opposition
by announcing its first round of election sweeteners before the Liberal Party forms its
shadow cabinet.
After calling an election yesterday, less than 24 hours after the Liberal opposition
had recalled Colin Barnett to the leadership, Premier Alan Carpenter today announced free
public transport for seniors and the disabled.
He said the free travel would apply to senior card holders, aged pensioners, and disability
support pensioners between 10am and 3pm on weekdays and at all times on weekends.
The move would cost $50 million over four years, Mr Carpenter said.
He also promised a doubling of the seniors' spectacles allowance from $50 to $100 and
said the WA government would lobby the federal government for an increase in the aged
pension.
Mr Carpenter said the government had decided on its campaign slogan, which will be
"Vision, Stability and Leadership".
He said he would travel to Albany, in the state's south, today to make several announcements,
including some regarding the city's hospital.
Meanwhile, the opposition scheduled a press conference for noon (WST) to announce its frontbench.
Former Liberal leader Troy Buswell quit the job on Monday and Mr Barnett was elected
unopposed to at a party room meeting on Wednesday, despite having previously announced
his retirement from politics.
Mr Barnett's plans to announce his shadow cabinet yesterday were interrupted by the
calling of a snap election for September 6.
Meanwhile, the first polling carried out during the election has been favourable for
the opposition.
The Quick Ideas snap poll, conducted for Fairfax Radio in three Perth electorates,
showed 39 per cent of respondents intended to vote Liberal, while just 18 per cent said
they would vote Labor.
The poll, conducted in the electorates of Perth, Morley and Cottesloe, found 35 per
cent were undecided about their vote.

MELBOURNE, Feb 15 AAP - A man plans to sue the Victorian government in the state's
first stolen generation claim, just days after Prime Minister Kevin Rudd's historic apology.
Reservoir man Neville Austin, 44, will launch Victoria's first stolen generation claim,
News Limited newspapers reported today.
The suit could trigger legal action by indigenous people around Australia, the newspaper said.
Mr Austin said he was taken from his mother in 1964, just five months old, after he
was admitted to the Royal Children's Hospital with a chest infection.
He lived in foster homes and orphanages, where he was ostracised for the colour of
his skin, the newspaper said.
His solicitors have briefed barrister Jack Rush, QC, who was part of the legal team
that won a $4 billion payout from James Hardie Industries for former workers exposed to
lethal doses of asbestos.
Kristen Hilton, executive director of Public Interest Clearing House, which has been
handling stolen generation claims, would not comment on Mr Austin's case but indicated
litigation was under way, the newspaper said.
"We see 'sorry', the gesture, as one part of the reparation process," she said.
"It acknowledges a wrong has been done and that wrong requires a remedy. We are investigating
what remedy."
Mr Austin's writ is yet to be filed with the court and does not nominate a payout figure,
but claimants in other states have won between $350,000 and $500,000.
Fellow Victorian Bruce Trevorrow won $775,000 when a South Australian court ruled his
removal from his family caused long-term depression.
A writ has been drawn up but is yet to be filed with the courts.
Mr Austin declined to comment but his cousin Lyn, of Stolen Generations Victoria, said
up to 100 other aborigines were considering legal action.

Vic: Camera operator in hospital after man caught speeding
MELBOURNE, Aug 28 AAP - A 35-year-old Westmeadows man has been remanded in custody
after the assault of a speed camera operator who clocked him doing more than 40 kph over
the speed limit.
Police allege the motorist was speeding along on Donnybrook Road in Mickleham, north
of Melbourne, when he saw the flash of a speed camera about 7pm on Saturday.
He allegedly pulled up behind the stationary traffic camera car and used a wheel brace
to smash every window of the station wagon while threatening the speed camera operator.
The camera operator was taken to Sunshine Hospital, where doctors spent the night removing
shards of glass from his eyes.
Police say the damage to the station wagon exceeds $30,000.
Detectives from the Broadmeadows Criminal Investigation Unit have charged the man with
causing serious injury, criminal damage and making threats to kill.
He was remanded in custody to appear at Broadmeadows Magistrates' Court today.

Lewthwaite, 51, has been in custody since his parole was revoked in September last
year after he was caught sunbathing nude at Wanda Beach in Sydney's south.
State Parole Authority acting chairperson Deirdre O'Connor today said the authority
had decided to grant Lewthwaite parole and he would be released as soon as possible.

Fed: Young drivers most unpopular: survey

BRISBANE, Dec 12 AAP - Australians hold young drivers in such disdain many would not
help them if they ran into trouble on the road side, a survey has found.
A survey of more than 1,100 people by car sales website carsguide.com.au found teenagers
were the least popular drivers on the road.
Respondents said the inexperience of provisional drivers meant they were the most dangerous
road users, and 21 per cent said P-platers were the most intimidating drivers on the road.
Almost 60 per cent said they would not stop to help a young driver with car trouble
and 61 per cent said they would not accept help from a teenage passerby.
Elderly drivers and taxi drivers were also recognised as being some of the worst drivers,
and truck and four-wheel drivers were the most intimidating.
Carsguide.com.au general manager Tony Burrett (Burrett) said the unpopularity of P-plate
drivers was hardly surprising with their over-representation in accident statistics.
But he said it was concerning so many drivers said they would not stop to help young,
inexperienced drivers.
"I'd like to think that someone would help my kids if they were in trouble," Mr Burrett said.
"There's understandable risk in accepting help from a stranger, but it is a shame that
teenagers have been singled out."
The survey also found most people supported further restrictions on P-plate drivers
after dark but 62 per cent did not agree with banning them from carrying passengers.

Qld:Fisherman missing in dam
BRISBANE, Feb 15 AAP - Police and State Emergency Service (SES) volunteers have mounted
a search for a 62-year-old man who went missing on a south-east Queensland dam.
Police said the man was fishing with his 57-year-old brother at Lake Monduran Dam west
of Bundaberg yesterday when their boat capsized about 4pm (AEST).
The younger brother managed to swim to safety and raise the alarm.
The Energex helicopter searched the area yesterday and Water Police and State Emergency
Service (SES) volunteers joined the search at first light today.

CANBERRA, Dec 1 AAP - A poll showing almost half of Australians believe convicted drug
smuggler Nguyen Tuong Van should be executed reflects their hate of drug pushers, Opposition
Leader Kim Beazley says.
A Morgan Poll conducted last night found 47 per cent of Australians believe the Melbourne
man, who is scheduled to die by hanging in Singapore Changi prison tomorrow, should go
to the gallows.
But 46 per cent said the death penalty should not be carried out and seven per cent
were undecided.
"What that reflects is that Australians hate drugs. They hate drug pushers," Mr Beazley
told reporters.
"Nobody here, nobody I know, defends, in any way, shape or form, Nguyen's actions here.
"He deserved to spend time in jail.
"But in all the circumstances, he doesn't deserve to die.
"Anyone who sits down and seriously thinks about the case, however, would not think
what seems to be about to happen is appropriate."
Mr Beazley said the Nguyen case had certainly placed a cloud over the relationship
with Singapore.
"I'm not one of those who goes around advocating punitive actions and that sort of
thing," he said.
"What we're trying to do is change people's consciences, change people's minds.
"You don't change people's minds by threatening them. You change people's minds by
persuading them."
Mr Beazley said he would attend church tomorrow to reflect on the execution.

Emerging carriers require highly efficient networking equipment that allows them to offer competitive managed services. Hanwha Corporation is establishing a new carrier subsidiary and launching new managed services serving domestic, international and internet clients in Korea. Hanwha is establishing its new international network using N.E.T. Promina 800 Multiservice Access Platforms equipped with toll-quality voice compression capabilities. The contract is valued at $2.5 million and the new network is expected to be operational by the end of April. Initially, Hanwha is targeting the voice resale market for international traffic and managed services for domestic customers.

In the recently deregulated Korean telecommunications market, Hanwha plans to work with other carriers that are seeking bulk transport of telecommunications traffic in and out of Korea. Hanwha will be targeting voice and facsimilie traffic with its initial offering. Hanwha is establishing a Promina network with nodes located in Korea targeting businesses in Seoul, and the U.S. The Promina Multiservice Access Platform offered a high-density applications capability that requires a very small footprint in terms of space requirements. The Promina line also offers established internal feature modules to offer ATM and frame relay services without additional inefficient external systems. This is particularly important for new network installations in high-cost urban areas.
Hanwha is also implementing N.E.T. PanaVue network management system (NMS) to manage the network and automatically correlate information related to traffic on the network. The organization-customer interface.
HR's traditional focus is on the organization-employee relationship. In this issue we expand our view and explore HR's role in enhancing the most basic relationship in business: the organization and its customers.
Little did we know of the economic troubles on the horizon when we began planning this issue in early 2008. General Instrument cranks out first 10,000 digital set-top boxes.
PHILADELPHIA - General Instrument Corp. said 10,000 digital set-tops cruised off its Taiwanese manufacturing line last week, opening a digital floodgate of new applications and revenue opportunities to MSOs in waiting.
"The plan is to get to 50,000 units within 60 days," said Ed Breen, president of GI's Eastern Operations Division, during the manufacturer's "digital deployment day" here last week.
In May, GI locked down orders with Tele-Communications Inc. for 1 million set-tops, with Cox Cable Communications for 350,000 units and with Comcast Corp. for 300,000.
At the time, a beaming Breen described the windfall as having "birthed the elephant," referring to the heft of the orders and the fact that elephants gestate for two years before entering the world.
By the end of the year, GI will birth "a couple hundred thousand" of those elephants, as it starts to fill a four-year, 3.5 million-order backlog.
Last month, the company added 78 small cable operators to its order list, with nods for another half-million set-tops.
GI is still seeking manufacturing licensees to augment arrangements with Scientific-Atlanta Inc., Zenith Electronics Corp. and Hewlett-Packard Co., none of which have yet built a set-top that includes GI's licensed property.
In addition, those three licensees may not be in a position to respond quickly as second suppliers to GI's customers due to existing project loads - S-A is considered a front-runner for Time Warner Cable's "Pegasus" set-top design; Zenith is grappling with a $1 billion order from Americast Inc.; and H-P wavered earlier this year on whether or not it will actually build its "Kayak" digital set-top.
Breen said discussions are under way with four Pacific Rim manufacturers. "We've been aggressively pursuing additional licensees, and I think it's safe to say that news will be breaking soon in that area," he said.
Notably, none of the components within GI's end-to-end digital video system that comes off the manufacturing line will include the words "DigiCable" or "DigiCipher," executives here said.
The DigiCable and DigiCipher brand names were promulgated before GI decided to embrace open standards, like MPEG-2, Dolby audio and quadrature amplitude modulation, said GI's Carl Vassia, product manager for digital products.
"Clearly, this system is not proprietary, and the former names were associated in people's minds as a proprietary system, so we changed it," Vassia said.
The new name: the GI MPEG-2 Digital System.
Also during last week's daylong briefing here, GI matched reporters with a dozen digital application providers, spreading the word that "digital is now."
Among them: TCI's Head-end In The Sky, Wink Communications Inc., WorldGate Inc., StarSight TeleCast Inc., Music Choice Inc., CableSoft Inc., Prevue Networks Inc., TVN Inc. and ACTV Inc.
The service providers walked attendees through a bonanza of new services, from interactive channel guides to TV-based Internet access, which could earn operators anywhere from $7 to $15 per customer, per month in additional revenues.
That doesn't include predicated gains in pay-per-view models, when MSOs can take advantage of compression to offer 40 or more movie choices, every half hour, to consumers.
"We think PPV is really going to hit its stride in an environment like digital. You can expand your shelf space and offer more products, and do it at the touch of a button," said Jon Radloff, an account representative for TCI's HITS service.
Breen said his customers are loading up their orders with service options as a sort of insurance policy that also gauges consumer interest.
"It'll take the first year of deployment for operators to figure out which features they want in the box and, until then, you'll see deliveries that are fairly loaded up from a features standpoint," Breen said.
This means that operators could wind up spending about $530 per set-top, using a baseline price of $400 and about $130 in "options."
Which of those services MSOs take remains to be seen. Wink Communications, which offers a low-cost suite of interactive applications "that barely perturbs the price point of the [set-top] box," is close to a win with one top-five MSO, said Mike Capuano, senior marketing manager.
Still, GI executives explained, the transition from analog to digital is affordable on a per-channel basis. "If you look at the headend requirements for an analog headend system, it's about $326,000, but that same 36-channel system could fit in one rack and cost about $43,500 in the digital configuration," said Lindsay Allen, marketing manager of the digital network systems group.
"The thing that comes with digital compression is that it's inherently a more cost- and space-efficient way to deliver signals," he said.
